The Chief Technology Officer is primarily responsible for management of the Bank's information systems activities which includes the direction of personnel in the Business Support, Technology Services, and Information Services Support departments; serves as the principal communications link between management of the business lines and the technology organization in matters related to system design and performance; directs the design, development, implementation, and operation of automated systems for the Bank; including mainframe, client/server and communications; assists with Bank acquisition due diligence and provides Operations and Technology Division's conversion project management; responsible for the proper evaluation of technology vendors, contract negotiations, and ongoing vendor management.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
:Directs and manages Business Support, Technology Services, and Information Services Support organizations; determines work priorities; schedules work assignments and provides technical direction; selects, orients, trains, and evaluates work performance of subordinate personnel and recommends and administers associated personnel actions.
:Communicates with senior management on system requirements and translates into action items; defines department objectives, develops operating plan, makes recommendation to senior management on budgets and manpower requirements; develops department programs to be consistent with department and Bank goals and objectives; develops, recommends, implements detailed application/system plans to support the corporate and department strategic and tactical goals.
:Identifies, develops, and recommends revision of internal standards, policies, operating procedures, and new programs to improve efficiency; provides staff with clear and concise written guidelines.
:Evaluates hardware and software vendors and products; recommends and authorizes purchases consistent with the Bank's technology plan and direction. Ensures that all vendors are properly managed to assure the Bank receives the very best service and pricing.
:Works with senior management and others within the Bank to develop procurement plans and policies; assumes responsibility and accountability for compatibility with existing resources; coordinates physical hardware inventories Bank wide.
KNOWLEDGE, SKILLS and ABILITIES:
:Comprehensive knowledge of design and implementation of complex systems, including mainframe, client/server, LAN/WAN based technologies, and Browser based solutions
:Extensive knowledge and understanding of operating systems includes Windows, DOS, NT, Novell, and mainframe operating systems
:Thorough knowledge and understanding of telephony technologies i.e., hardware and analysis equipment, including PBX's, multiplexers, modems, controllers, line monitors, etc.
:Thorough knowledge and understanding of Automated Teller Machine systems
:Extensive managerial experience with general management breadth and perspective
:Extensive experience with technology vendor management and contract negotiations
:General knowledge of banking and bank operations
:Excellent communications skills, both oral and written
